You'd have to give about 30% of the ewok development over to social housing to comply within the building laws, which would somewhat ruin the atmosphere I would imagine.  Far better to replace Coate with and actual Concrete Jungle with concrete trees, swamps, aligators, the lot.

Not a problem, ewoks are definitely a deprived minority within the scope of the legislation.
