Still being considered by an independent body. My guess would be they know City are guilty, they want to punish them, but they've got to make sure everything is airtight legally. Otherwise you know City will find a way to wriggle out of it.

My guess would be that they'll conclude City broke all the rules but they don't have a solid legal bassi on which to fine them millions or demote them multiple divisions. (If only there was a precedent!)

Also ones who have people with inside info and evidence who are willing to share it with the media & authorities.

However you are right, both Man Utd & Spurs have been found guilty & were only fined, whereas we (and Peterborough) both suffered more severe punishments
