I don't see how you'd be able to make free calls, although a voip service such as https://www.freecall.com/ will make it cheap.

aah, gotcha.  As said above, VOIP is the only way to go, or the usual services like Whatsapp/Facetime audio etc.  You are going to struggle with hotels etc. but if you are calling somebody with a mobile, and they are on wifi etc.it will work for free..

You could use skype, but they'd have to have an account at the other end as well.
