My guess would be they know City are guilty, they want to punish them, but they've got to make sure everything is airtight legally. Otherwise you know City will find a way to wriggle out of it.My guess would be that they'll conclude City broke all the rules but they don't have a solid legal bassi on which to fine them millions or demote them multiple divisions. (If only there was a precedent!)
