18 I think is 4 (assuming that as soon as you cut off the last head or tail, it is dead and nothing new grows)
1 - 2 heads
2 - 2 tails
3 - 2 heads
4 - 1 tail

But if it keeps growing things back even after the last one has been chopped off, you need to finish with 2 heads so its then 5
1 - 2 heads
2 - 2 tails
3 - 1 tail
4 - 2 tails
5 - 2 heads
