I am looking to bid for an item on eBay but have never done so before. Is there anywhere you can find out if someone is expecting a minimum bid for the item they are selling?

Are you talking about the reserve price? If so, then no there isn't.

a seller can't pull their item within the last 24hrs of sale if there is a bid on that item.

also a good tool to use is Goofbid

Kinda the point of a reserve, mate. It's an insurance policy so sellers don't have to sell an item for less than they want; if they made the reserve known to potential buyers, people would simply start at the lowest price acceptable to the seller.

When you bid, enter the maximum amount you would be prepared to pay for the item. You could still get it for less if others don't bid as your highest bid isn't going to be your first bid. It will start lower but could trigger the higher amount if others bid too. A kind of auto bidding to the point of amount you are willing to pay

I usually wait until the last 10 seconds of the auction and put in the absolute most I'd be willing to pay. Gives people no time to outbid me.

Depends if the rrp was overpriced in the first place. As a rule of thumb, if they've put it on eBay, if there's a price below which they'd consider you to be taking the piss they'll have a put a reserve in at that level, so it's not your responsibility to worry about their pricing. What you should perhaps be more worried about if the price seems very low is:
a) Is it nicked?
b) Is it actually the thing I think it is? (i.e. am I bidding a fiver for an iPad box, not an iPad)
c) Is it fake?
d) Given your famous indecisiveness and apparent inability to make a judgement about anything much by yourself, might you just be better off sticking to retail? :)

But that doesn't help you to know if you're going to crack your knackers on the top tube if you come off, or whether you'll get a bad back because the top tube is too long and you're too stretched out.
