Try www.confused.com they search round most insurance companies for you removing the need for you to enter you details 40 million times. I've not tried it but their TV commercials are highly convincing. For a 1.6 you're best off having 2-3 yrs of driving behind you before insurance companies give you a fair claim. 21 is meant to be the age where insurance majorly drops. It was my Mum's but she rarely drives it now and as it stands we're going to have to get another car otherwise none of us will be able to go to work or in my case, college :]

He had a hard time insuring his own car first off, most companies don't want to know and will treat you like a new driver, but some companies will give you some form of benefit as you've been driving for longer, but you'll still pay more than you would have done.
