Not for me but for a mate,
does anyone know if there are any ISP's that do short term contracts?

Newnet do a monthly one and so do plusnet. I have found newnet to be quicker than plus. There are probably others.

Zen are also monthly if they don't suit for some reason, not that cheap though.

I have PlusNet, very good (highly recommended on MoneySupermarket if you wish to check). You do have to pay for the modem though if you cancel before 18 months though, so read the small print.

Plus was really throttling my speeds for some reason. Newnet seems a bit more sturdy, though I am paying more.

They'll get you for connection fees wherever you go unless you're switiching supplier and some will do it free.
