Is suggesting an owner or manager deliberately wants to relegate a club any more rational?

Well it was very much the case with Burton Albion when they were in the Championship. Their owner publicly stated that they couldn't afford to sustain Championship football and that their strategy was better matched to a division below...

At least they were somewhat transparent about it, yet it only came about when people at the club had been telling fans for months that the owner would prefer if the club were relegated. Think about it, operating in the lower echelons of the Champ paying Champ level wages or operating mid-table in L1 paying L1 wages (especially if you're an unfashionable club, less TV ops too). It sounds madness on the surface but you can see some very viable cases for some club owners wanting their team in a division below...

Unsure if this is the case at Town but was providing a "rational" an real case example.
