I am looking to start doing some web design at home for personal use to start with.  Anyone know what is the best software to use and where I can buy it at the best price,  I already have HTML and Frontpage experience but that was a few years ago now so looking to get up to speed with the new stuff

Why do you need software? Just go with one of the CMS platforms (Wordpress is a good place to start) and a text editor for editing the theme. Main skills nowadays for web design are CSS (for theming) and PHP (for modding).

You might want to have a look at some freeware called Joomla. Very easy to use.
