I was seriously toying with the idea but in the end decided to go for broke on my 12 months bumming around the world.  

I think it will be an absolute stormer and expect updates from the chaps on the ground.

Ive got a flight to Stutgart £130 ret
Hotel 52 euros
train from stut - Cologne 70 euros

Best be smart on the black market if you want England tickets.  They are asking for passport numbers for any ticket purchases, which will be printed on the ticket (and, allegedly, checked on entrance to the ground with your passport).

All hosting cities are planning huge screens with beer festivals though.

Dont expect to get into an England game myself.
