OK, sounds complicated. I thought any deduction went on next season from 25/3 thursday of this week.
Not quite Spence, it was automatic up until Thursday 5 pm, after that it is at the discretion of the Football League.  If it wouldn't relegate a particular team by applying it now, it would go on next season.  If it would relegate them it goes on this season.  The same goes for promotion spots as well, ie if they still got promotion after a deduction they would start with a minus figure next season.
