Need advice on web editing tools. Wife needs to build a website from scratch; what is the best tool? Frontpage? Dreamweaver? Something else I don't know about?

If it was me I'd use Drupal. Though you might get away with Wordpress, which is a lot easier to use (at first). Forget using anything like Dreamweaver, Frontpage / Expression Web or Notepad and doing it manually - complete overkill and totally unnecessary for a site like that especially if you're not technical. A decent CMS (such as Drupal, Joomla, Wordpress) will do everything you want and more and make editing the content a piece of piss. As it's for a good cause, I'd be happy to help with it if you're OK going with Drupal.
