If it was me I'd use Drupal. Though you might get away with Wordpress, which is a lot easier to use (at first). Forget using anything like Dreamweaver, Frontpage / Expression Web or Notepad and doing it manually - complete overkill and totally unnecessary for a site like that especially if you're not technical. A decent CMS (such as Drupal, Joomla, Wordpress) will do everything you want and more and make editing the content a piece of piss.
